On the Free Radio Asia interview broadcasted today, Director of Cambodian Natural Gas and Petroleum Authority, Mr. Tea Doung Dara reported that Cambodia oil reserve will be approximately 20 percent of its resource, which previously had been reported that the quantity of crude oil lies off the coast of Cambodia is approximately 700 million barrels according to the estimation of those companies who are allowed by the Cambodian government to invest and conduct exploration at its western sea shore.

“ People always misunderstood about the figure, so did the news. Terminology is very importance and we must be clear about it. When talking about oil or natural resource, we must distinguish between the words Resource and Reserve. The report saying that at least 700 million barrels of crude oil are estimated to lie off the coast of Cambodia is referred to the oil resource. Meaning to say this is quantity of oil available. And it is not referred to the oil reserve, which meaning to say the possibility of oil quantity that can be sucked. For example, there is thousand of fish in the sea. This is called resource, and ten fishes will become reserve when they are caught” Mr. Tea Doung Dara explained.

When asking why the reserve is estimated only 20 percent of the resource, Mr. Tea Doung Dara said unlike the structure of oil cave Middle East countries Cambodia oil cave structure is complex that requires many holes to be dug. This complexity will cost a lot for the investment, so the invested companies still consider it. So far, regarding figure of the reserve, there is no obvious indication from Chevron yet.

Since I have been assigned as a National Finance Assistance to assist the Ministry of Education, Youth and Sport to manage the Strengthening Cambodia’s Response to HIV/AIDS programme, I must have done something to improve the financial management of the programme so that the programme’s resources will be utilized effectively to achieve the programme’s goals.

After starting my work for a few weeks, I realized that the programme must have an appropriate tool to control the Cash Advance as the disbursement routine of programme was mostly in Advance form. Meaning to say the Finance Department released cash advance to the Implementing Department of the programme to conduct the activities planned in the Annual Work Plan. Then the cash advance liquidation will be made later in 14 days after completion of the activities implementation.

Recognizing the importance of controlling the cash advance (the programme will be not shortage of fund and the cash advance will be not used for personal interest), with guidance and support from my uncle who is a database developer, I have developed an application called Cash Advance Control Book to manage the cash advance of the programme. This application was developed by using the database application software of the Microsoft called Microsoft Access.

In return of my effort, my application was congratulated by my colleagues of the Department of Finance. As a result, the Department of Finance can control the cash advance easily in which the outstanding cash advance is controlled and avoid the overdue cash advance.

Special thank to my uncle who give me a chance to engage in IT world. Without your support, this application could not come to live.

Since the oil and gas resources have been discovered and announced and the exploration has been started in a few years ago, Cambodia will start oil and gas production in 2008. This is earlier than expectation, but good news.The news reported that US oil giant company, Chevron, has just finished its exploration at offshore Cambodia recently and the new equipment will be imported into Cambodia for starting the oil and gas production in 2008. The Cambodian government has allowed Chevron, together with LG from South Korea and a Japanese company, to invest and conduct exploration at its western seashore.

According to the estimation of those companies, the quantity of crude oil lies off the coast of Cambodia is approximately 700 million barrels. This would be a main source of revenue of the Cambodian government and it will contribute a lot to the growth of country’s GDP (Gross Domestic Production) that will lead to improve the country development if the oil and gas are well managed.

As Cambodian olders said Cambodia is golden land. That mean to say Cambodia has a lot of natural resources. This is really truth. Recently, the USA Oil Company, Chevron, has officially released a report on oil discovered in 4 blocks of Cambodia’s offshore and onshore. Estimately, Cambodia can earn revenue from oil resource about 6 thousand millions US dollars per block per year starting from year 2010 until 2030. Hence, in total, Cambodia can earn approximately 24 thousand millions US dollars per year. In 2005, Cambodia GDP is around 6 billions US dollars and GDP per capita is about 500 US dollars. As a result of oil revenue, Cambodia economic will achive high economic growth starting from year 2010.

However, this speculation is depend on how the government manage this revenue. Although oil can generates a lot of revenue for the countries, historical has shown that countries rich in natural resource such as oil, gas and minerals have low economic growth. That’s so-called RESOURCE CURSE. Yet, for Cambodia, it maybe not a case if the government can formulate a clear policy and procedure in managing this revenue.

As a Cambodian, I wish the case of RESOURCE CURSE won’t happen in Cambodia.
